No inside scoop. I just never heard it before the Clancarty interview and I started hearing it afterwards. I thought it was pretty funny. It seemed a tongue-in-cheek way of placing Clancarty's parallel universe. Definitely "over there" too!

About the CBC Reading thing. I'm not sure that's the full story of the Reading tradition, or if it started with Clancarty's interview, but perhaps you have the inside story, which the AIH crew seems to guard like the crown jewels.

It was the WAY Alan Maitland gravely and measuredly gave the distance, in whatever the original interview, Clancarty's or whoever, slightly outside of Reading, the location of which, for those knowing not of Reading, was duly given from London, thereupon, for good measure and with impeccable comedians' timing, for those Canadians who might not be sure if he was referring to our Canadian province of Ontario's London...
'England'.

I believe that is that is the reason it became a tradition, and I wish that interview was available in the CBC archives.

There are quite a few sections of underground, now unused for, among others, security reasons, with direct access to certain buildings - Winston used it quite regularly, nearest loo to the war rooms!
